According to Wikipedia, "A think tank, or public policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture." (View a list of US think tanks from Wikipedia.)
The work they do is not often indexed by literature databases which tend to focus on journal articles and sometimes books, book chapters, and dissertations. Some think tanks are called upon to draft legislation, providing the background research on new policies, laws, and regulations.
The following organizations publish frequently on health policy, Social Determinants of Health, and other topics related to public health and, in particular, HPM. The sample of organizations below tend to provide white papers, working papers, and stories that are more digestible for the lay person and media.
